ALASKA STATE LEGISLATURE SENATE RULES COMMITTEE June 26, 2002 7:05 p.m. MEMBERS PRESENT Senator Randy Phillips, Chair Senator John Cowdery, Vice Chair Senator Rick Halford Senator Gene Therriault Senator Johnny Ellis MEMBERS ABSENT All members present COMMITTEE CALENDAR SENATE CS FOR CS FOR HOUSE BILL NO. 3001(JUD) "An Act relating to the powers and duties of the Regulatory Commission of Alaska, establishing a task force to inquire into the operation of the commission, and extending the termination date of the commission to June 30, 2003; and providing for an effective date." APPROVED FOR CALENDARING PREVIOUS SENATE COMMITTEE ACTION HB 3001 - See Judiciary minutes dated 6/25/02 and 6/26/02. ACTION NARRATIVE NO RECORDING AVAILABLE Number 001 CHAIRMAN RANDY PHILLIPS called the Senate Rules Committee meeting to order at 7:05 p.m. All members were present. The committee took up SCS CSHB 3001(JUD)-REGULATORY COM. OF ALASKA: SUNSET & MISC. SENATOR HALFORD moved to calendar SCS HB 3001(JUD) and its accompanying fiscal note. CHAIRMAN PHILLIPS announced that without objection, the motion carried. SENATOR THERRIAULT noted for the record that, according to the legal drafter, the ex parte provision only applies to the quasi- judicial actions taken by the Regulatory Commission of Alaska (RCA) and not to its internal rule making activities. There being no further business to come before the committee, CHAIRMAN PHILLIPS adjourned the meeting.
